The cop has not one reason to ask the man for his drivers licenses registration or to even ask the man to step out his car he has no jurisdiction

it's called pacing. First we have to catch up with the vehicle, then we have to pace for approximately 1/4 mile or more, then do the traffic stop. So the civilian is wrong in his actions. Many things are going on, maybe this is a suspect vehicle and the officer is following and waiting for backup. Another is getting the plate and waiting to find out the registered owner so we know ahead of time possible driver and criminal record. We do not always use lights and siren when we speed to go to a call or assisting to back up anothrr officer. This is all tv or movie stuff they do to make it more interesting. Like we dont run code 3 after arresting someone. This civilian was totally in the wrong.
