You’re close, but no cigar. It is full of sharp sand and sometimes some rosin powder. But its purpose, is to remove any rust from your needles and pins. Pins and needles are commonly made from high carbon steel, which is prone to rust over time and from exposure to oils and salt from your fingers. It does help keep the points sharp by removing the corrosion, but that is a secondary function.
