it's not a matter of "this part of the system doesn't really do anything", it doesn't do anything until it's activated, basically lying dormant in wait. the nsa isn't some sort of advanced hacker agency that can hack their way into any system, they literally just have these sort of backdoors built into every single device you own, that's how they gain access when they want to. why was Huawei banned from the us? according to the gov they "didn't trust the security of their devices or 5g tech" realistically, it's highly possible that huawei refused to implement this sort of backdoor / tracking software for the nsa in their phones and that's why they were pushed out.
