If there is a rule that says you cannot weave or you cannot go from the side to side more than twice, I don’t know what the exact rule is and then somebody breaks that rule there should be a consequence. It was very obvious he was told to either force Norris of the track somehow or get in his way or do something irrational.. in qualifying when he knew that Norris was on a fast lap he slowed right down just after a bend on the track on the racing line to purposely hamper Norrises lap time. . And that’s the kind of behaviour you want.

Lando shouldn't get a penalty. Yuki on paper deserved the penalty but he shouldn't get one. It's the guidelines that need to be changed. It's very much outdated.
