Hold on. He might actually be smart. He was talking about Gravitational Time Dilation, a prediction of Einstein's relativity where time slows down in stronger gravitational fields (like closer to Earth). It’s a key concept in General Relativity, where clocks in weaker gravity run faster than clocks on Earth's surface. He’ll be at a higher altitude in Colorado relative to Texas which means he will experience time slower in his new state. I’m giving him this one.

Einstein DID show that time passes more slowly near a source of gravity. So yes, time passes a TINY BIT quicker up in the mountains compared to sea level. I’m SURE that must have been what he was thinking.
