In any other case I would say the owner is definitely at fault for this but yes the dog was clearly not barking or charging at the officer as in he was gonna bite him dogs bark when there fear danger that dog was happy wagging its tail I believe the cop over exaggerated

when that happens I believe the owner should have the right to pound the officer in the face while two other officers hold him down. this is something that will never ever leave her mind the officer is a piece of shit and should be fired
