So the Supreme Court has rules that a cop can detain someone for suspicious activity as long as they suspect the person may commit a crime. May is open to a wide interpretation.

Wouldn't be wise for him to laugh and drive off in tennessee. their bureau of investigation can pull people over. They do need a valid reason, but it would be treated just like driving off from a cop.
