The police officer is not in the wrong here. While he described it as loitering, it isn’t. What it is and what he can lawfully pull you over for is suspicious behaviour/activity. Repeatedly driving in circles without a clear purpose is often considered suspicious behavior by law enforcement. The officer is also lawful in the act of requiring his license and registration because he is driving a vehicle and on a traffic stop… if he was just walking, this person does not have to give ID unless if suspected of a crime.

To be honest this is why the laws in America need to change. The cop has every reason to pull this dude over to enquire what he's doing and in nearly every other country being pulled over, you are required to give your name and prove you can drive that car

That's why we hire police to patrol our streets. Because it is suspicious as hell for someone to be looping an area. It may be lawful, but this person should see that it's not normal and not unreasonable for someone to question his intentions.
