Go to the pool area right on the first day specifically the solarium that’s were you meet the best people. I went on a lot of cruises as a teenager and it was easy to meet people though the teen club and do stuff together and groups . But when you’re an adult go to the ledo deck specifically the adults only section that’s were I met up with people.
