So it originally comes from a rap song Doot Doot by Skrilla, and might have been a reference to someone dying as the 67 is a police code for reporting a death or a location in the rapper's hometown of Philadelphia. Either way, it then was used by basketball players as edits of them doing cool shots and dunks during games, especially LaMelo Ball, who is 6ft 7in tall. But from here it kinda breaks containment, becoming a nonsensical saying beyond the songs and edits, which is why you do the confused "why" hand gestures when saying 67. It's just a stim meme at this point.

Excluding its origins (which at this point have no real bearing on the meme, it means nothing, literally. Its purpose and use is to confuse and aggravate older generations. That the reason building off of it to turn it around can easily diffuse them and at time make them angry and frustrated.
