He’s saying some states might think he is one depending on where he goes. I wear mine in Colorado and I’m a horseman not a cowboy and everyone thinks I’m a cowboy.

I love my hat n boots. but I will be the first to tell you I am no cowboy. My grandpa, was the real cowboy. Bred, broke, and raised all his horses. flew planes in the Korean war in the navy. Dudes more cowboy then anyone I've met.
