they've been up there for as long as I can remember. maybe they built them onto the building when they built the buildings

cranes! but they put them up a long time ago and just change the bulbs out when needed.

I did cabinets in the south state bank building and met a guy on the elevator who said he was heading to the roof to hang lights for the holidays with some other guys. They pay companies to go up and install them.
