Please like, comment, and SHARE! 🙏 🔍 Episode Overview: On September 6, 2025, at about 10:32 PM, Denville Township Officers Vincent Fischer and Kevin Pisano sat at a red light. It was Route 46 East and Route 53 South. They ran a random plate check on a white 2021 Acura. The check showed no valid registration. They pulled the car over. It stopped on Route 53 south of the Route 80 overpass. The driver was Toshiba Foster. She's a Democrat and Morristown Councilwoman. Officers smelled alcohol as they talked to her. They saw signs of impairment too. Toshiba said she was going home from a friend's house. They asked her to step out. She did field sobriety tests. First came the Horizontal Gaze Nystagmus test. Next was the Walk and Turn. Toshiba missed heel-to-toe steps. She took the wrong number of steps. Her turn was off. Then the One Leg Stand. She didn't lift her foot right. Her arms swung out. Alcohol smell, impairment signs, and poor test results led to arrest. She faced DUI charges. A car search found sealed Prosecco bottles. Police impounded the Acura for 12 hours under John's Law. They took Toshiba to Denville station for processing. There, officers read the Standard Statement. She agreed to breath tests. Alcotest showed 0.20% BAC. That's over twice the 0.08% limit. After processing, they released her to her daughter. She awaits court. Officer Fischer gave these tickets: Driving under influence (39:4-50) Reckless driving (39:4-96) Careless driving (39:4-97) Unregistered vehicle (39:3-4) Court files show past assault claims against Toshiba. On May 18, 1993, harassment (2C:33-4A) and simple assault (2C:12-1A(1)) charges came up. They dropped when the complainant skipped court. January 14, 1994, brought harassment and simple assault again. On April 4, she pled not guilty but lost. She paid $68 fine and got 180 days jail. November 21, 2001, simple assault charge hit. January 18, 2002, she was found not guilty. Her latest traffic ticket was October 31, 2017, for hand-held phone use while driving (39:4-97.3) in Morristown. Case moved from Morristown to Madison Joint Court, then Morris Plains. She pled guilty, paid $233.
