What is the problem of having a TV in the charge office? Those people are just seated in the office awaiting to serve people who came to the police station for various reasons - it could be reporting/opening cases, certifying, writing affidavits and the list goes on. Not everyone can be out there chasing criminals, those are police officers who are performing administrative duties at the station.
