On the surface you could say Poch, but he did well in a vacuum at Southampton, and then took Spurs to win absolutely nothing. Someone like Dyche keeping Burnley in the league for years on end on a shoe string budget is the most resourceful.

when it comes to lower budget No one comes close to Arsen Wenger first decade of emirates Era arsenal competed the league 3 times with very low budget and that decade kept arsenal in the champions league with two semi finals. btw don't forget that era was Roman abramovics money dominance and we remember how good chelsea squad was, plus Cristiano best years at Utd it was hard to compete teams like that when you don't even have 2 World class players.
