I suspect they were on some type of respiratory support if they were "on 21%" oxygen, means they didn't need supplemental oxygen for what ever respiratory support they were on. Otherwise the dad would have said she wasn't on any thing. No lay person with no respiratory support says they are on 21% if no type of respiratory support
