as a marine biologist I can tell you that to my knowledge only the mud skipper has both lungs and gills able to breathe in air and in water. Whales and dolphins breathe air and are born in water right at the surface so that the baby swims straight up takes a gulp of air as their first breath. Penguins and sea turtles lay eggs on land and then go to the water. most amphibians are born with gills as a tadpole and then develop lungs as they mature losing the ability to breathe underwater.
