Just so everyone is aware of your rights, flashing your lights at someone to let them know their is a cop up ahead is not illegal and falls under your constitutional rights and that is considered free speech

This case got sent up to the high court and got ruled as freedom of speech for communicating with headlights. The guy got off free with no points or penalties.
