Mike Metzger explained this well over 25 years ago. He did studies and only had people lifting weights on the eccentric/down phase and they grew faster repaired more rapidly and became stronger in a much shorter period of time

Microtears are not the cause of hypertrophy. It’s mechanical tension. And doing the eccentric very slowly is not the best idea, since the fatigue it produces overweights the pros.
