Also in desperation Putin hopes to hide Russian losses from his population. Callously he doesn't mind buying in foreign forces, their deaths don't count. Once put into meat grinder groups he doesn't even pay their salaries as each mercenary can't escape, reunite with home or live long enough to discover payments were stopped in anticipation of their deaths.
