We can blame the all we like but the truth of the matter is, the police on the ground are working on instruction. Normally on the ground 'd find low level ranking police officers. Which means the ones in charge who are giving instructions might also be given instructions from somewhere as we had come to realise recently that there is a lot of interference in police operations
