These videos pop up all the time in my FYP and I'm astounded at how many times I've heard someone say "No I'm not" when told they're under arrest. Haven't seen that tactic work yet.

Retired attorney. A couple of things: 1. This looked and sounded like he parked in a private parking lot space reserved for LEO. 2. He should have moved his car when asked. 3. Because of the reserved sign (or road markings) there is implied authority that the owner gives permission to enforce. 4. What cop did wrong: A. Need to de-escalate the situation. B. She is wrong it is not a traffic stop. C. It is a potential trespass issue and should have handled that way.
