You’re not soaking it properly. When you put the foam in the water, don’t push it down let it float down by itself.

You’re soaking your floral foam wrong. You need to not push the floor foam into the water. Let it absorb the water on its own. It may take a couple hours.

When you soak it, just dip it then let it sit in the water till it sinks to the bottom by itself. You should never force the soak cuz you won’t get the inside enough and your floral arrangement will die faster (it’ll pull the moisture from the plant rather than provide)
