Jurisdiction is an issue when PL-280 has the Swiss cheese map effect. Tribal, city, county LE don’t take action and it can get frustrating to have anyone respond in determining who has jurisdiction. Is there any of these 3 statuses that may be misinterpreted or are jurisdiction challenges needing further guidance in cases like this?
