A mistake in your favor that you do not report can be considered theft. At the same time there is no reason to detain them as you have their information and an arrest warrant can be served after the fact

The fact that Home Depot called them and said somebody was stealing is RAS. The cop is just trying to work it out without escalating the issue. The cuffs would escalated the issue. Y’all want the cops to do their job, but you won’t give them a minute to figure out if there is a crime or not.
