Pretty weird but I dont see how it's much different than swimming. Actually kind of a pointless act on his part. Not doing much more than getting a bit more oil off his skin and you got a bit of lye in the pool at a very low level. Still very odd and it is more of an emotional reaction.

No joke, I have never in my 53yo been to a public pool or space where there are a variety of people gathering, parks, yes, but pools and theme park pools, HECK NO!

There ordinarily a restroom with a sink and most times also a shower at pools. We were mandated as kids to shower before entering the city pool.

I saw a Muslim man who was a custodian for a school, wash his feet in the school's cafeteria kitchen sink. Apparently you need clean feet for prayer.
