His 2.2B was 800M BEFORE taxes because the lump sum costs you 60% of the pot. Then you pay taxes on the 800M you get, which is at all the tax bracket ranges up to 37%, THEN you pay state taxes, THEN you're limited to 13.99M lifetime gift/inheritance limits and pay 40% tax if you go over that.
