The thing is people dont clean after themselves after using the toilet someone have to do their dirty work and no one is gonna do that for free. So the R2 payment by the door is just to limit the traffic coz the department is already paying tje cleaners a salary to take care of the toilets

That is a public place rendering services to people. Cleaners are paid by the municipality. Charging people is so wrong.

until you see the amount of tax deduction on your payslip while also you pay for driving and car licensing you will ask yourself where all the money goes. Department must be responsible for cleaning the toilets and provide toilet paper and hand soap

The mere fact that it's a shopping mall/public building it must have public toilets as per them issuing property licence for them to operate, so if you start charging toilets you basically breaking part of your licence agreement.
