Enji todoroki did a lot of bad things but he was THE BEST HERO IN ALL STATS BTW besides popularity under All might. He literally beat out ALL MIGHT IN EVERY CATEGORY as a hero besides strength and popularity. He had more saves, more missions, more villains defeated, more money into the community and industry, etc. most people just ignore this tho
