In another bowl, cream the butter and both sugars until smooth and creamy, then add the egg and vanilla extract and mix until combined. Add the flour, baking soda, and salt and mix until just combined, leaving a few flour streaks, then fold in the chocolate chips. Freeze the dough until firm enough to roll. Scoop the cookie dough into balls and flatten slightly into discs, add a small scoop of brownie filling to the center, then wrap the dough around the filling and roll until fully covered.
