Angels just look like regular dudes, the eye wheels and multi headed guys are called ophanim and seraphim, they are completely distinct from angels. "be not afraid" originally came from passages where God appeared to people personally, it was believed that seeing the face of God could kill a person so he was reassuring them that they can look at him and be alright. At some point later on scribes decided that was weird, so they changed it to say that an angel of God appeared instead of God himself
