An officer is not legally required to call a supervisor just because someone asks during a traffic stop. Requesting a supervisor does not pause the stop or remove the officer’s authority. Calling 911 because an officer won’t get a supervisor is ridiculous and a misuse of emergency services. 911 is for emergencies, not disagreements with on scene officers. This isn’t a fast food restaurant just because you demand a supervisor that doesn’t mean all actions stop. You are still required to comply with lawful orders during the stop. If there’s a concern or complaint, the proper route is to address it afterward through the department or the courts not during the stop.
