the statue says that they can go to any office that is a public office to request records because some places have access to the records and others dont. let's use comman since on why a place that trucks are collecting and dumping trash at would have records of stuff. why would you go to a chicken restaurant and ask for Mexican food? why would you go to a public swimming pool and expect to catch a catfish? this frauditor is just pushing his agenda and fishing for a lawsuit.

The auditor picked out the worst possible place to get records from he could find, knowing that,he is just harassing the worker imo even though it is the law he can do it.
