Also, intent matters meaning if the debtee is paying in change to annoy staff, or delay payment it can be rejected. They are completely valid to reject his payment. His intent is fairly clear and aside from that the clerk mentioned the stated policy is that they must be wrapped. Most likely to void the intent. This “auditor” like most, has no clue what he is talking about
