Chapter 119: all public records are to be able to be inspected and copied by ANY person. However. There are certain steps to achieving these records. You must obviously request permission to see these records. It’s visible the man does not seem to be searching for any technological records. He’s just standing outside of a school with children who’s safety are being threatened by a man who is suspiciously standing within the property and is unwelcome plus with not actual “official” business since the effort to access these records are no seen to be in act within the footage. The cops have the right to detain the man bc he isn’t under any actual business by law since he’s not actually trying to access records. Plus the principal does not want the man on the property. Which causes him to be trespassing and threatening the children.

FYI. Ch. 119 states that agencies have the right to deny public access to individuals but must be specific in the reasoning. The principle being the embodiment of the current agency of the school. But stated before, the man is merely photographing the school. Not an attempt to be seen to access any records of any sort
