What you should do is download Brawlhalla, right click it and go to browse local files, rename PCSX2.exe into Brawlhalla.exe, drag PCSX2 files into Brawlhalla. Now When you launch Brawlhalla from Steam PCSX2 pops up and now you can invite your friends list to play PS2 games with you.

When it says “add directory” press the button in pcsx2 and add the folder that you keep your ps2 games in, then you can launch your games from the app.
