For me, the restaurant owners are responsible. It’s completely irresponsible to allow spark fountains when you know the ceiling is highly flammable. Where was the fire extinguisher? And the staff what did they do? Why weren’t the windows smashed so people could escape? The biggest problem is the operators themselves: greedy business owners who only care about profit and still allow spark fountains, even though the ceiling is made of extremely flammable material. I am a restaurant owner myself and I know what I’m talking about. As a person in charge, you must pay attention to these things, even if you think they are small details. In this case, it wasn’t even a small detail.

Swiss person here - for all the people wondering if there aren’t any fire regulations. This happened in Canton Wallis which has different laws than other parts of Switzerland. My bf who works with emergency power systems and often collaborates with fire safety personnel told me that regulations are less stringent in Wallis. The underground bar also only had one staircase leading to the exit. This is not common practice in Switzerland.
