When you come to the point where you are able to forgive, it signifies you have learned the lesson. Forgiveness isn't for them it is for you. It closes the energetic loop. If you still tolerate those behaviors without boundaries and reopen those loops and continue the cycles (with them or a new person) that is another thing. That means there is still something to learn about what and why you are willing to tolerate it- generally speaking.
