People in the comments are clueless. You should have used Zinsser gardz once you sanded the wall back to seal any of the old residue. sanding alone is not enough. What you need to do now is scrape it back. Apply zinnser gardz and let it fully dry, overnight ideally. Then you can apply the topcoat. No need to dilute etc. obviously fill and sand before the top coat if you're going to bother. goodluck.

it's the pva. never use it. you should always apply the cheapest matt white paint to exposed plaster first and then use your colours over the matt white

23yrs been a decorator. Wash wall down with warm water and make sure you scrape all the glue and paste off, let it dry fully and give it a sand with course sandpaper next get some white Matt emulsion water it down abit about 75% paint to 25% water and paint the wall. Once dry give it a quick flick over with some medium sandpaper, dust off then two coats of your colour you want. 🤘

All you did wrong after removing wallpaper wash the wall with sugar soap which removes the old paste, that is why this has happened no need for any sealer sugar soap is cheap just mix with warm water use sponge do it 2 times to make sure
