It blocked the crosswalk at a red light. He hit his emergency lights for a stop. The driver pulled over near S Tampania Avenue and W Cleveland Street. He approached and met 23-year-old Sierra Sands behind the wheel. While talking, he saw signs of impairment. He smelled alcohol too. She said she had picked up her two passengers from Bar Hwrd that night. He asked about her drinks. She admitted to two earlier. He suspected impairment. He had her step out for sobriety tests. Bailey began with the Horizontal Gaze Nystagmus test. Next came the Walk and Turn. Then the One Leg Stand. Her bad driving, impairment clues, alcohol smell, drink admission, and poor test performance led to arrest. She faced DUI charges. Bailey took her to the Hillsborough County Sheriff’s Office in his car. Her two passengers walked free from the scene. At jail, Sierra took a breath test. It showed BAC of 0.156 and 0.154—nearly twice the 0.08 limit. Police charged her under 316.193(1).
