The tap of the tail lights indicated that he was intending to slow down. He DID NOT apply pressure to the brakes after that. You had a 4 second window to match his speed. You are 100% at fault.

Not a brake check there was more than enough time for you to change lanes after he tapped his brakes. He maybe was even turning off his cruise control by tapping the brakes.
