To be fair the North do still have a small fleet (stated to have a few ships at Bear Island and there is the Manderly fleet) but the story of Brandon the Burner indeed is super interesting

I think the North was already used to fighting defensive wars and only going south via allied paths that fleets weren't considered for a long time.
