just because a game only uses 4 to 8 cores doesn't mean other cores are useless, your OS uses them for stuff like multitasking and modern CPUs can "park" cores (basically reduce their speed if they're not under heavy use and modern game engines like Unreal Engine 5 are designed to offload stuff like game physics and AI to as many cores as your CPU has

Ryzen 5500 will cost you more money in the future, what you want to do is get an AM5 compatible CPU with pcie 5, that will allow for modern GPUs to run the best. 5500 will result in some performance loss if you also looking to buy the new GPUs

If you're focused on budget then yeah, but I'd strongly recommend spending as much as you can on a high end CPU. Helps a lot in emulation. It's nice to go back and play PS3 and PS4 games.
