There must be a plugin that's doing that. FL Studio's Tiktok has a video on how to remove the plugin without opening the project.

I have 21, 24 and 25 installed now😅 I use a lot of plugins on 25, it loads the project, but doesn't let me click anything at all, it happened once, to exit you have to use alt+ctrl+del
