Yes it does. My D5 barely goes past 45 degrees on very short trips to the kindergarten and back. My dads 2.4i manages to get to 80-85 degrees on the same trip. Not to mention the heater is 10x better. Diesel and short city drives in cold weather is no no long term.

It’s not a problem at all if you use it correctly. Use the diesel heater to warm up the car and don’t idle for too long.

I preheat mine to 40 degrees celcius, and even then I struggle to reach operating temperature shorter journeys when lower than minus 15 celcius.

Drive diesel’s at least once a week at 3k rpm for 15 mins it will burn (not all) soot, and short trips are the worst you can do to the diesel engine, if you are going to drive, drive until it reaches optimal temperature
