"safe" and "sure" aren't separate words in German, they both translate to "sicher". so the slang probably originated with someone mistranslating (very likely intentional, as a joke) "sicher" into English.

The thing about the whole „auf lock“, „auf süß“ etc is that it evolved from previous slang „auf locker/süß angelehnt“ which then shortened to the current form. The „angelehnt“ (in reference to) is still implied though.
