Cop is wrong on how RAS works. You need reasonable and articulable suspicion. That means he needs to be able to articulate an infraction. Just standing there is not disorderly conduct. Then he says the opposite of what the plain view doctrine is. Further he claims that he is justified because he is not certain that a crime has not been committed. He needs evidence that a crime has been committed or the potential , not that it may or may not have been committed.
