In Belgium we call the police and the police ask the person to remove their car and if they don’t the police removes it. In Belgium such garages have the number plates infront of the garage meaning none can park over there except the rightfully owner.

Contact your local councils planning department to get correct info about parking rights... I'm confused because it looks like a bit like a car park but then how can it be, if its directly blocking your drive.

Report to IOPC. It’s the most highest form of complaint against the police and every complaint logged. Also cc in your local mp as well as well as parking department for your borough
