For anyone watching: There are a few reasons. 1. the power of the ring was directly tied to the power of Sauron. The closer it got to Sauron the more powerful it's corruption became of whoever was carrying it. For most of the time after he was defeated by the last Alliance, Sauron didn't even have a physical form and was at his lowest power. He regained physical form closer to the events of the books, which is when Smeagle found it. 2. From then on it was surrounded by people who had an innate resistance to the corruption. Smeagle was a type of Hobbit basically, so he was able to mostly resist it. It did eventually fully corrupt him and he was forced out of the village he lived in. He then lived under the Misty Mountains for about 500 years with the Ring. However since he rarely ever actually put it on, he never became a Wraith and set out to find Sauron and give him the ring. Sauron was also still regaining power during this time. However by the time Bilbo finds Gollum, Sauron has regained most of his power and wanted to leave Gollum to get back to Sauron and find a new host who would not be as resistant. Unfortunately another more altruistic Hobbit is the new host. Bilbo carried the ring for nearly 60 years and wore it repeatedly, which is why he shows signs of it's corruption in just 60 years. TLDR, the Ring was trying to the entire time to return to Sauron, outside of the period of time it was completely dormant because Sauron was also dormant.
