They DO NOT have to tell you what crime until you have produced ID. One reason for this is to verify who you are before they tell you they have a warrant, etc. 😉

Cop actually is promoted since this story. He doesn't have to tell you why you're pulled until you give your DL info. Penn v Mimms is case law that says you must step out if you're told. spraying him with OC is the least of force to gain compliance. He didn't want to get hurt or hurt the skidmark in the car. Cop did nothing wrong. Driver is wrong.
